Is there a way that I can allow the user to zoom to a region on the PDF by selecting an area on the PDF Viewer?

I think so.

1. You can calculate the needed zoom factor, based on a selected area and current viewport size
2. Set this factor to the Zoom property of the PdfViewer ( To take effect the SizeMode property must be setted to Zoom)
3. Call ScrollToPoint(left, top) method, where left and top it is a left corner of selected area.
