Is it possible to make Pdfium.NET and the WinForms Control runnable on a Raspberry Pi?

I am not familary with this Topic, but i think there are a few approaches.

1) Using Windows IoT as operating System. But i guess Pdfium must nevertheless compiled for the ARM architecture processor on the Raspberry Pi.
2) Using Raspbian (Linux) operating System. Using the new Microsoft dotNetCore-Framework.

Has anyone herewith experiences??
